City and county councils in the East Midlands have assessed themselves as being at an average of Level 3 against national guidance that was developed for National Indicator 188, Planning to Adapt to Climate Change, hitting one of the key targets identified in Climate East Midlands' Programme of Action on Climate Change 2009-11. Outreach work has also supported district councils and other partners, placing the East Midlands amongst the most able to make service delivery resilient to the consequences of climate change.

 

Local authorities were required to report their self assessment of their progress against NI 188 to Defra against the following Levels:

Level 0 Getting started

Level 1 Public commitment and impacts assessment

Level 2 Comprehensive risk assessment

Level 3 Comprehensive action plan

Level 4 Implementation, monitoring and continuous review

 

Last November national results showed that whereas, in line with other regions, East Midlands authorities had started in 2008/9 with the majority of their authorities at Levels 0 and 1, by 2009/10, working collaboratively 76% of our authorities reported themselves as being at Level 2.  This is a clear 13 percentage points ahead of the next best achieving region.
